funny that he got called out.

Question for the more techincally inclined, its been well reported that this is going to have a massive effect on the quality of Australian Internet. will this hit people using proxy services for gaming just as much? I assume all info routes through your ISP before getting to the proxy server but i have only slightly more techincal know-how than a caveman.

I doubt very much that they'll use anything other than a simple IP/domain name blacklist, in which case there won't be any real performance impact when browsing normally.
Even if they do decide to go the route of checking content as it goes through to you, using a proxy will mean your traffic doesn't go through the standard port, and even if they choose to check all web traffic regardless of port, if you proxy via SSH, they won't even bother checking it (since they can't).

So performance-wise, I wouldn't be too worried.

The main issues:
A) This won't be effective at doing what they want it to do
B) This costs money, which, given (A) is a pretty gross waste
C) It does nothing to address the problem of the sources of child pornography, and is akin to Australia turning its back on the victims and pretending there's nothing there.

A regular old proxy will be fine. If you're cheap, you can use TOR, but damn it'll be slow. Just don't use TOR for anything important (ie, that could identify you or your bank details etc etc)
