You know what my opinion on this article is?
You are paid all day to spy on communications that almost never happens.
You get bored.
You decide to play video games on the government's dime.
You try to pass off these video games as "online surveillance work".
I mean, really--you can't monitor private conversations so you do what? Monitor Barrens chat? Park an alt in Stormwind?
I don't think this is a case of spying. It's a case of people trying to cover their asses.
