There's still some ambiguity as to whether or not they're targeting China specifically here or if they'll just make the upgrade available worldwide.
There is also ambiguity about how exactly Windows 10 will be licensed - there seems to be the suggestion that it won't be subscription based, but no absolute confirmation there.
