Basically, you enter a 13/1300 phone number and it'll tell you the actual standard phone number that redirects to. For eg:
iiNet support: 13 22 58
...is actually: 08 9214 2222 (in my area)
This matters to some Australian mobile/landline users - your calls to 13 numbers might not be included in caps/might be more expensive than regular numbers.
...which is pretty ridiculous really. You pay a hefty premium for the minor convenience of calling a particular number in your state. Ho hum.
